Should you put key insights in chart titles, or in annotations? (4-min video)

For many years, I've tended to put key insights of my charts directly in the chart title, to tell readers immediately why I thought they needed to see that data:

 
 

More recently, however, I've been experimenting with putting key insights in annotations directly within the chart itself, and reverting back to "generic" chart titles that simply say what kind of data is in the chart:

 
 

I think this insights-in-annotations approach might have some advantages in terms of "cognitive fluency", which I describe in the short (4 mins) video linked below, but I'd love to know your thoughts in the comments below.
